DESIGN SCHEME FOR CASTLE STREET, CARRICK ON SUIR- PART 8

 

Pursuant to the requirements of Part 8 of the Planning and Development Regulations 2001, as amended, Tipperary County Council hereby gives notice that it intends to carry out the following development:

Location: Castle Street, New Street, Main Street, Brewery Lane, Castle Lane and Castle View, Town Parks, Carrick-on- Suir, Co. Tipperary.
Nature and Extent of Proposed Development: Up-grading of the public realm of the streets, comprising re-surfacing in materials including asphalt, granite setts, limestone kerbs and concrete paving slabs; street furniture (bollards); replacement street lighting; removal of some existing trees and replacement tree planting; signage and all ancillary site works.

The centre of Carrick-on-Suir is recorded as a Zone of Archaeological Potential as listed by the National Monuments Section in the Record of Monuments and Places (RMP). Part of the works are located within an Architectural Conservation Area and there are a number of Protected Structures within the vicinity (RPS 1.1, 1.5, 1.14, 1.15)

The development has been the subject of an Appropriate Assessment screening in accordance with Article 6(3) of the EU Habitats Directive (Directive 92/43/EEC) and Article 250(1) of the Planning and Development Regulations 2001, as amended.

The Appropriate Assessment screening concluded that the proposed development would not be likely to give rise to significant or indeterminate impacts on any Natura 2000 site.
In accordance with Article 120(1)(a) the Planning Authority has carried out a preliminary examination of nature, size and location of the proposal, and has concluded that there is no real likelihood of significant effects on the environment arising from the proposed development, and an EIA is not required.

Plans and particulars of the proposed development, including AA and EIA Screening Reports, will be available for inspection or purchase at a fee not exceeding the reasonable cost of making a copy at: –
Carrick on Suir Municipal District Offices, Tipperary County Council, Civic Offices, New Street, Carrick-on-Suir, Co. Tipperary AND Civic Offices, Tipperary County Council, Emmett Street, Clonmel, Co. Tipperary, during normal working days from 9.30am to 4.30pm from 23rd of May 2019 to 21th of June 2019.

Submissions or observations with respect to the proposed development, dealing with the proper planning and sustainable development of the area in which the development will be situated, may be made in writing to: Martin Nolan, District Administrator, Carrick on Suir, Municipal District Offices, Civic Offices, New Street, Carrick-on-Suir, Co. Tipperary no later than 4.30 pm on the 8th of July 2019.

Any person may, within 4 weeks from the date of this notice, apply to An Bord Pleanála for a screening determination as to whether the development would be likely to have significant effects on the environment.
